This is an example of a difficult situation that can only be answered by physical examination of the cover and assumptions as to the content. A "normal" example of this usage would have postage of $9.55 (55¢ for the normal letter postage and $9.00 minimum registry fee). The $10.25 could also be achieved by $9.00 for the registry and $1.25 for letters > 50 grams and <=100 grams. However this "business size" envelope is not an obvious candidate for content greater than 50 grams. Answer: The registry rate was indeed $9.00. However, the contents of this cover exceeded 0.5 cm in thickness and thus the cover was rated as "oversize", and was charged $1.25 postage for weight <=50 grams. Examination of the cover shows wear lines around the edges that are consistent with thick contents.
