which seems "good", but the rate cannot be determined. Most often such covers
are simply overpaid or underpaid. However, sometimes one has a "feeling" that a
piece of the puzzle is missing. Perhaps it is an air cover to an unusual
destination or represents an little-known rate or combination of rates and
fees.
